Hello! No, this means that Wordpress does not have the required permissions to write to the folder/directory that it wants. Most likely when the freelancer transferred your website to DigitalOcean the permissions for the folder changed when he exported it from the old hosting solution. What you have to do is to log into the console for your Droplet/server and change the folder permissions and see if that solves the problem, it is a pretty simple task and quick task for someone who is familiar with bash (what Linux uses) but most likely very confusing for someone who has no experience.
