Persistant Anchor IP in DO Debian 11 Droplet

Dear Team, In one of my software Requirement i want to make the Anchor IP in DO Debian 11 Droplet which is Automatally populating on every reboot to a permenent/Persistant one. is there any option for that? . i know the reserved ip is there for permenent use. but in one of my usecase whenever i tried to activate a service in Reserved ip it is not working but when i use the anchor ip to start the service then it willl work for both the anchore ip and reserved ip.
so i need the anchor ip to be a permenant one. is there any option for that??
