phpmyadmin not loading

I followed the instructions here https://www.digitalocean.com/community/articles/how-to-install-phpmyadmin-on-a-lemp-server/ When I navigate to mydomain.com/phpmyadmin/ the browser wants to download the index.php file. My goal: upload an sql file from another server so I can transfer sites to d.ocean. Then delete phpmyadmin

You don't need phpmyadmin to do that.

Follow https://www.digitalocean.com/community/articles/how-to-use-filezilla-to-transfer-and-manage-files-securely-on-your-vps to transfer the file to your droplet and then run the following commands to import the sql file:
cd /path/to/where/you/stored/the/sql/file

mysql -u USER -p -h localhost DATABASE_NAME < SQL_FILENAME.sql
