plesk roundcube port 25 unable to connect to *any* (Network is unreachable)

I have plesk droplet with roundcube webmail.

I receive emails, able to send but not reaching the destination:

connect to[]:25: Connection timed out

After days of investigation, this is like DO blocking email to be sent via port 25:

As mentioned, port 25 is closed for new accounts to prevent SPAM leaving out your Droplet.

To qualify for the ability to send out emails, new accounts are required to wait 60 days before a request for removing the restriction could be raised. Once your account has reached 60 days of stable use, you could reach out to the DigitalOcean support team so they could look into this for you:

If you however wish to use your Droplet for E-mails rather than any third-party tool, you could instead use ports 465 or 587. I’ll suggest using those ports even after port 25 is opened.

It is possible that port 25 is closed for new accounts. This is something we have been doing to reduce spam on our network. Please do not think that we are accusing you of sending spam, it is more that we simply cannot accurately determine who is going to send it.

Stopping spam is a constant fight, so we have implemented some restrictions on newer accounts.

You could use an SMTP service like SendGrid. They have a free plan and you could use it.
