I can’t to connect to any OpenVPN server i create on Frankfurt region, except the initial packet, which i logged through tcpdump.
Does anyone have a working OpenVPN server in Frankfurt region ? Other regions work when i create the server there!

Your VPN server uses standard port 1194/UPD? Is there a firewall blocking the port? Try to use a different UDP or TCP port on Openvpn server and client.
