Python global list not taking definition level appends on first try

I am running a python Flask app through a DigitalOcean app using gunicorn and when I append my global list from a definition it takes multiple attempts for the change to take and sometimes the list will wipe after the definition has run multiple times. This process works flawlessly in my local environment so it appears to be an issue once I deploy to DigitalOcean.
