My small server runs behind my firewall and my external IP is dynamic. I don’t understand the prerequisite to have a DNS hosting. I only want to be able to occasionally send a message using a pre-built “mail” command line. Currently using Debian 8.

Indeed I believe that the DNS prerequisite is not mandatory in case that you are going to be using this only for outgoing emails.
Just make sure to add your droplet’s IP address to your allowed IPs in your SPF record in case that you have one.
