Can somebody explain to me why the resize feature is not available in my account? I read some articles in DO that if I need to resize, I have to take a snapshot then create a new droplet. Will my IP change if I do that?

The Fast Resize feature is limited to the resources available on the physical hypervisor that your server is on. If there are no resources available, you will not be able to resize your droplet, unfortunately.
