Server CPU randomly spiking to around 500%

Data Analysis Ubuntu 16.04

Every hour or so, my ubuntu server CPU spikes to around 500%
How is this possible?
Am I being charged more for this?
Is this a bug or something that usually occurs that I'm not aware of?

High CPU usage spikes do not incur any extra charges. Consider setting up a monitoring alert so you are notified whenever CPU usage is high: https://www.digitalocean.com/community/tutorials/how-to-set-up-alerts-with-digitalocean-monitoring
