Server slow, but no load or activity

I have a server that’s been acting strangely for the last few days. It intermittently gets slow to respond to ssh/http connections, and New Relic reports frequent interruptions to the data. But it never shows the load average, disk IO, or memory use going up. If nothing is happening, how can I find out why it’s slow?

I find some digitalocean servers extremely slow others very fast … cut and paste this into a terminal then visit the final output link which shows results of the benchmark … very detail and great to compare between hosting providers

I just logged in to the server with SSH to get the IP and it took nearly 20s to do the login. Then when I ran a ping test the average was 113ms (I’m in Canada). It doesn’t look like there are any visible network issues. Given the delays in SSH connections and the gaps in the New Relic data I don’t think this is anything specific to HTTP requests or to my connection.
