Once you create your droplet you can share the root login credentials with the person who will be setting it up. This will provide them with full access to the droplet you created without giving them any access to your account and payment details. The only drawback to this is that they would not be able to use the control panel tools to create snapshots, reboot the droplet (which can be done via ssh anyway) and other functions.
