What is the reason for this report?

Set up Let's Encrypt before or after adding my domains?

I’m setting up my server on Ubuntu 18.04 and Apache 2. I’m at the point where I’m setting up PHPMyadmin and the DO guide suggests setting up Let’s Encrypt before setting PHPMyAdmin. I’m going to add my domains to my server after setting up PHPmyAdmin. Do I setup Let’s Encrypt before setting up PHPMyadmin or set up Let’s Encrypt after all my sites have been added to my server?

In order for you to set up an Let’s Encrypt SSL for your domains, the domains need to be pointing to the server. So essentially you need your A record pointing to the server IP in order for Let’s Encrypt to be able to validate your domain name and issue a certificate for that domain.

So having that in mind, you would need to set up your domains first and then issue the Let’s Encrypt SSL certificate.
