By using Cloudflare CDN means I can’t use my own SSL certificate without spending a whole lot money on it. So I have to use Cloudflare shared SSL Certificate, will it ruin SEO rating?

I would suggest using CloudFlare if your website visitors are spread across the globe. If you are getting traffic mostly from the same region then it might not be worthed.
I don’t think that this could affect your SEO.
