What is the reason for this report?

Should I treat my 'floating IP' as my 'static IP', (for other uses) or am I misunderstanding this?

subject says it all - just wondering if I should be using the floating IP, as I imagine the public IP will reset every time the droplet boots down / boots up?

No, both IPs (IPv4 and IPv6) that comes with your droplet are static and the same for the Floating IP, it’s also static.
