I forget root password and stop sshd service, after reboot I can’t login to system (as used ssh key auth). How can I start system with single user mode?

Have you tried to access your droplet from the console in the control panel? Your console can be accessed via the control panel by clicking on your droplet, then on Access while your droplet is powered on. You should be able to sort the issue from there.
