someone sending spams from my domain?

Someone is sending spams from my domain and DO has blocked my SMTP at my domain. But the spam mail contains like - X-Mailer: PHPMailer 5.2.9 (https://github.com/PHPMailer/PHPMailer/)

So, is these mails are being send from SMTP of PHPMailer? and how can I fix it? Please help me ans sorry for my english.

This is identifying the client (not the source) being used to send these messages. It is likely your droplet has been compromised. Without seeing the rest of the abuse report the only recommendation I can make would be to back up and check any important files and start with a fresh droplet, making sure to secure the services you’ll be running.
