I created a new droplet located in India. When i try to search the IP i got with it on the IP locator websites, they say this IP is located in USA. Why does this happen ?

It is likely that this IP range had been routed in the US at some point and then had been announced later in India. GeoIP databases operate as independent sources with their own configuration for updating, and they have no requirements to provide updates or accuracy.
