Usually, this error will occur when the URL is not correct. You can make sure that the port is the correct one and also that the full path to the index file is also accurate.

Can you share how you installed phpMyAdmin, was it from a tutorial, or did you do it on your own, which tutorial you follow, have you tried reinstalling it?
