Unable to deploy django app on app platform due to scipy installation failure

I am trying to deploy a django app on app platform which has some data science functions that require scipy package. Build keeps failing with the error error: [Errno 38] Function not implemented Tried to fix the problem by following the solution given on SO by setting
sudo echo "none /dev/shm tmpfs rw,nosuid,nodev,noexec 0 0" >> /etc/fstab
sudo mount /dev/shm

as BUILD COMMAND, but apparently this will only be executed after a successful build, which is pointless here. There is one issue on github that references a similar kind of error, but the solutions given there need shell access before build is triggered. At this point my only recourse seems to be to use a droplet but any help on this would be greatly appreciated.
