Upstart not installed in Ubuntu 18.10?

I have created an Ubuntu Droplet (18.10 x64) and I cant get Upstart to work as Im used to.

When I create my service “apiserver.conf” (/etc/init) and try to start it with “sudo service apiserver start” I get the following message:
“Failed to start apiserver.service: Unit apiserver.service not found.”

Any helpful hints would be appreciated.
