I would like to create another droplet IP-b, and use a subdomain ‘staging.mydomain.com’ to manage my upcoming project development…
Is it possible , creating a DNS A record pointing to the IP-b … ?

Yes.
Just enter an A record for your subdomain pointing to your droplet.
You can 1000’s of droplets on even so many A records of the same domain ;)
