Hi, I need to host an app with private network and allow all the people at my office to connect it with office network via browser. My first question is will it work by only using private network without a vpn server?
My second question is if some of the people need to access the my private network app outside the office network occasionally, is the vpn the only solution?

In both cases you would need to setup a VPN to access the private network. Otherwise the private network is only accessible by the systems that are on it, which is why you use the VPN tunnel to access the remote network.
