It sounds like that your webserver is not up and running, depending on the web service that you are using, you can check its status with:
sudo systemctl status apache2
sudo systemctl status nginx
If it is not running, you can start it with sudo systemctl start nginx or sudo systemctl start apache2 command.
If this does not help, I could suggest checking your server logs for more information:
