In the picture attached it shows total memory used is 41% but in the bottom apache is using 81% of the memory , which one is correct ?

Honestly? That spot in the graph you have highlighted is likely an accurate pin-point of the time highlight, the lower metric is a snapshot of times and its invalid. Might want to open a ticket regarding that, may be something monitoring dev team wants to look at, or its stale data that’s just not refreshed yet.
