I want to use an open source email marketing software like phpList to send bulk emails (10,000 to 30,000 emails in a month) from my DigitalOcean VPS.
What should be the best configuration for setting up an email server for this purpose?

While it may not answer your question, I would generally recommend using a third party service like sendgrid or mailgun to handle this type of sending. This way you can better ensure delivery, and avoid the trouble of maintaining and managing a public SMTP service.
