What is the paypal one time payment?

So I created an account, I want to use paypal to host my server. It says "This is a one-time payment that will not recur. Payment may take up to 5 minutes to process." What exactly am I paying for?

Say, you could stash up a lot of credits on your DigitalOcean account and it'll pay for your droplets, instead of having your credit card charged each month.

Of course, if you run out of credits, you have to top up your DO credits with PayPal, or use a credit card.
