I’m attempting to make a control panel, as a project. I would like the control panel to have buttons that execute PHP functions, and live updates, (without a page refresh) is that possible? I’m prepared to learn a new language, if that’s what’ll get me the result I desire.

This really depends on a lot of things. Hunky’s comment is a good one - participate in an existing project first to get some experience.
As for the control panel, well it seems like you know PHP so why not start there? As for “live updates”, there are any number of AJAX friendly frameworks you can work within.
