What should be done to block DDOS attack using nginx?

Question

I have detected DDoS attack on my server, although I have taken some primary steps to block the attack. When I tried to configure nginx to rate the limit and tried to restart nginx service it failed although configuration was correct.

Does DigitalOcean has DDoS attack block service/feature?

DigitalOcean does not have a DDoS protection service, have a look at Cloudflare.
