Hi, I discovered that if you
sudo shutdown
On Ubuntu 14, the DO admin panel will still report the droplet being active. However that is not the case as I can’t ssh into it anymore.
On the other hand, if you
sudo poweroff
The DO admin panel will correctly report the droplet being inactive.
Is it intentional? I find it annoying because I have to power off the droplet on the panel every time I accidentally sudo shutdown. Especially I do elastic scale quite often.

This is not a bug. the shutdown command has flags that can power off or reboot the droplet. You can read about them with man shutdown.
