You could try running the following command:
ps aux | grep -i catalina
If Catalina is running you would be able to see the path in the output.

I had the same issue, solved it by granting the Netbeans user permissions to the tomcat folder /opt/tomcat
sudo chmod -R 775 /opt/tomcat/
