I recommend you Ubuntu. It’s very popular and easy to use. There are also a lot of tutorials for Ubuntu on DigitalOcean.

It is all down to personal taste, but you can’t go wrong with a Debian (7) installation. I prefer using dotdeb.org repositories for PHP. You should be able to get up and running within the hour and there are vast amounts of wiki’s and tutorials for you to follow. If you are new and learning I really would like to advice against working with pre-build images. It might sound like a big hurdle but really it isn’t. Good luck!

For a server I would recommend choosing between CentOS or Ubuntu. While any of our default OS images should be able to support what you want to do you will find the largest number of tutorials and volume of other documentation and support online for these options. You may also want to take a look at our LAMP Application image which is based on Ubuntu 14.04 and should give you a head start on your configuration since it includes everything on your list except for ionCube by default, already configured and ready to go.
