Hi, I have tried few times, and the same issue always presist when on DO.
my setup is, I have DO 2CPU/4G server running Nginx, and with managed Mysql 1G/2CPU for database.
I had the similar setup with exactly same wordpress install, same plugin, same DB on Linode which run 2CPU/4G for web server, and 1CPU/2G for mysql server.
the issue which i am facing right now is, whenever i moved back to DO with managed mysql instance, the wordpress admin page is loading really slow, and especially when open posts, or bulk saving posts. I can easily save 100 posts with no issue when the same setup in Linode, but always timed out in DO because just slow.

I must say, this is not a plugin issue, and the exactly same install ( i used rsync to move in between ) are working fine under Linode.
I like the managed DB, but i really want could be wrong here.

I am no expert, but I can see the managed databases use MySQL version 8, which after googling a bit seems to have issues in the case of WordPress specifically.
Have you tried with a regular MySQL server 5.6 or 5.7?
