What is the reason for this report?

Account Verification Problem

Hello , I am new to Digital Ocean . My account is under review . I was asked to provide govt ID’s like Passport or Driving license which I don’t have . So I asked if I could verify my identity by govt id like PAN card or VOTER id Card .

In response I got this email from You guys "The information that you have provided matches patterns that we relate to abuse. Because of this, the lock will remain on the account and no further information is required from you.

I would like to know what was wrong in my question that it was labelled as abuse ? and what do I have to do to activate my account now?
