I am planning to use a DO droplet for GitLab to host my company’s 100+ repositories for about 20 collaborators. Are there any costs for GitLab besides the DO VM?

No, once you bought a digital ocean droplet you are allowed to run any application you like as long as its nothing against the rules. Its a non-managed virtual environment so DO will not manage or check it. If you like to, I could help you setup a proper secure and fast environment.
