Does Digital Ocean enforce any outgoing mail quotas? I’m running a website for a church that needs to send out a few thousand emails, and I need to know if Digital Ocean can handle it.

Not if it is from your droplet. You pay for hosting and any extra bandwidth. If the server has enough ram, you’re fine. :)
