Hi,
Droplets do not come with cPanel or any other control panel installed, but you can certainly install whatever control panel you like. We have a tutorial on installing cPanel on a Droplet: How To Install cPanel on a Virtual Server Running Centos 6 | DigitalOcean.
You will also have to purchase a cPanel license separately in order to use cPanel.
