I’ve noticed that when I kill a droplet in a specific region and create a new one that is the same size in that region, it likely has the same IP address the old droplet had. Is it possible to configure something that will force each new droplet I create in a region to not have the same IP as the one last killed?

When you destroy a droplet it’s IP remains assigned to your account for up to a few days. It is not possible to force a new IP address aside from doing one of the following:
1.) Launch your new droplet in a different region. IPs are specific to the data center you select.
2.) Create your new droplet before destroying the first one. It cannot inherit the IP while it is still assigned to the original droplet.
