Looking to just upgrade straight to 18.04. I’ve run sudo apt-get dist-upgrade and I’m still on 16.04.

Technically there’s nothing stopping you from doing this, as the operating system is completely self contained in an environment that you have 100% control over. With that said, speaking from experience, it is my recommendation that you instead prepare a new Ubuntu 18 droplet and migrate to it when ready. Upgrading a full OS version sounds good in theory, and many people will tell you it’s okay (technically “true”), but there are many snags you can hit along the way that were not expected. For a production system, I highly recommend my approach instead.
