I am trying to create DNS server.I can telent to server IP port 53 but can’t telnet using the floating ip assigned to that same droplet.

I would not really suggest that, I think that it is best to have 2 Droplets with Bind installed on and use them as nameservers, that way you would have redundancy again as if one of the Droplets goes down the other one would remain running and serving your DNS requests.
