What is the reason for this report?

cannot create support ticket - URL No Longer Exists

i tried to create ticket, clicked in the menu Support - Create a ticket then forwarded to salesforce web https://do-support.force.com/s/sso-error?ErrorCode=REGISTRATION_HANDLER_ERROR

I’ve not see this error before, but the following link seems to be working for me:
