Doing a lookup on that error it looks like aside from an issue with Windows itself this would usually indicate that the remote server did not respond. I would recommend logging into your droplet from the console in the control panel to make sure the ssh service started up properly. You can attempt to restart it from there with:
sudo service ssh restart
