Good Day, I have VPS server on 1&1 using plesk cent os 7 with whmcs billing. is it possible to extend this server to host some of websites on digital ocean storage without need another plesk license.

In theory you should be able to configure your WHMCS billing to deploy webistes on your plesk droplet with DigitalOcean. There are no such limitations so you should be able to do so.
Having said that, you’ll need to acquire a droplet with Plesk from the MarketPlace of DigitalOcean and configure it to your liking.
I can’t think of any other ‘extension’ which would work.
