Good afternoon. I’m trying to create partition on two machines and using the command cfdisk /dev/sdb appears the error:
FATAL ERROR: Can not open disk drive Press any key to exit cfdisk.
What did is happening in this case?

Droplets do not have a /dev/sdb device. The way droplets are set up you will not be able to partition your disk image. If you do require additional partitions you would have to instead create and mount disk image files.
