What is the reason for this report?

ffmpeg slow on DO standard droplet

I have a Laravel app that can encode webm videos to h264 .mp4 videos. When I run ffmpeg on my local machine with the same file and same ubuntu and ffmpeg version my local computer is approx. 3 times faster than DO. I am running the encoding with 1 thread in both places. MY local CPU is an I5-8300H and the DO CPU is a Xeon E5-2650L V3. Is there an explanation for this performance drop and is the solution to transfer to the CPU Optimized droplet?
