What is the reason for this report?

Final step of setting up mediawiki on centos (Secure copy)

Hi

I can not for the life of me figure out how to do this step. On the mediawiki page it doesn’t even cover it, and on the digital ocean step-by-step its kind of quickly gone over. (See here: https://www.digitalocean.com/community/articles/how-to-install-mediawiki-on-centos-6-4)

I have my localsettings file. However, I don’t know what directory it is supposed to go too or how to get it there. It says the same directory as the index.php, but I don’t know which that is. Nor do I get how to do the SCP protocol, even if I did find the directory but I’m sure i could figure that out if I knew what directory it’s going too.

As for everything else, it’s all downloaded and good. phpadmin, lamp, mediawiki, etc.
