What is the reason for this report?

High latency from India

I am getting a ping of about 250ms from my ISP for a 512MB DO droplet 162.243.91.70 while I get about 60-70ms for an EC2 instance located in Singapore. Is this expected as then it would be difficult to use DO as we have a low latency requirement.
