It’s my understanding that because we did not pay our bill for several months (oversight), our website has been ‘deleted.’
I paid our bill up to date and figured our site would come back up, but it is not up. Is it gone forever? How can we get our site back?

Unfortunately, we can’t be certain here. It’s highly unlikely there is anything available, that’s it if you haven’t created backups or enabled the option from your account to create backups.
As such, I’ll recommend contacting the support immediately and see if anything can be done in your case however I wouldn’t get my hopes up.
