We are not managing the DNS service in DigitalOcean, So i want to use my own created letsencrypt certificate in DO LoadBalancer. I tried with the option “Bring your own certificate”. My question is how the certicate upload to my DO account by giving just a name and other key details here.

Yes indeed you can do that via the Bring your own certificate option.
You would need to provide the following information:
Name - This is just a placeholder so that you could identify the certificate in the DigitalOcean interface.
Public key. This is the actual SSL public key or certificate file.
Private key. This is the secret key associated with the certificate.
Certificate Chain. This is the full trust chain between the trusted certificate authority’s certificate and your domain’s certificate.
You can get the Public key, the Private key and the Chain from your SSL vendor or from the Droplet that you’ve used to issue the Let’s Encrypt certificate.
