The DigitalOcean servers don’t come with a desktop pre-installed. They are used and configured from the command line. You can get started with your DO server by following this tutorial on initial server setup steps
However, if you do want to have a desktop set up, we have a user script that will automatically configure a remote desktop environment. You can find those scripts here. Note: these are for Ubuntu 14.04, not 16.04.
