I set my droplet up with a non-LTS version of Ubuntu, but now wish I had installed 12.04. Anyway to rebuild a droplet on a different OS? I hate to start all over again and reconfigure everything from scratch.

Unfortunately the only way to do that is to rebuild your droplet from scratch. You can also wait a few weeks for Ubuntu 14.04 LTS to be released and upgrade your droplet to it.
